Sandbags shift, but only when the athlete moves the bag itself. Water inside a KHAOS® tool moves independently of the athlete — it keeps sloshing after the movement ends. That gives the stabilizers a longer reactive window and a more game-like stimulus. Sandbags have a place; water tools train something different.
